Prince Edward Island is considered “the birthplace of Canada” since the “Charlottetown conference” — which led to the country’s formation — took place on the island’s capital in 1864. The island province is renowned not only for its lush farmland and beautiful coasts, but it is also home to a burgeoning economy centered on agriculture, tourism, and fishing.
1. What is Prince Edward Island’s Provincial Nominee Program (PEI PNP)?
The PEI PNP is Prince Edward Island’s Provincial Nominee Program. Through this program, prospective immigrants with the skills and experience targeted by the province may receive a Prince Edward Island Provincial Nomination Certificate, after which they can apply for Canadian permanent residence with the Government of Canada. This PNP is especially suitable for international students, foreign workers and entrepreneurs.
2. Who can apply for PEI PNP?
The PEI PNP offers immigration streams for candidates in the government of Canada’s Express Entry pool, as well as skilled foreign workers (currently working in PEI or outside Canada), international graduates of local higher education institutions, and for business immigrants who want to operate a business in PEI.

3. What streams does PEI PNP include?
3.1. PEI PNP Express Entry
Candidates who are eligible to enter the Express Entry pool and are interested in living and working in Prince Edward Island may apply to the PEI PNP Express Entry Category. Eligible applicants may benefit from processing times of six months or less. The PEI PNP does not guarantee that all Express Entry profiles submitted will be reviewed or accepted. Only those applicants with skills matching current identified labour needs for the province will be considered.
3.2. Labour Impact Category
The province accepts applications under this category from individuals who possess skills and experience that are needed in PEI’s labour market. This category is divided into three streams. They are as follows:
Skilled Worker Stream & Skilled Worker Outside Canada Stream
This stream is for workers who have been identified or hired by a PEI employer. To apply to this stream, an individual must be either currently working in PEI or have a job offer from an employer in the province. Eligible applicants will work in a skilled profession and possess relevant experience and at least a post-secondary degree or diploma.
Critical Worker Stream
This stream is for workers who have already been hired by a PEI employer, and whose employer would like to sponsor them for permanent residency. Eligible applicants can work in a semi-skilled or unskilled profession.
International Graduate Stream
This stream is for recent graduates from recognized accredited Prince Edward Island universities and colleges who have already been hired by a PEI employer. Eligible applicants will work in a skilled profession in their field of study.
3.3. Business Impact Category
Work Permit Stream
This stream helps individuals who wish to invest in a PEI business to transition to PEI on a work permit prior to receiving a provincial nomination. During their time on a work permit, applicants are expected to begin working in Canada and to learn about the business in which he or she will be investing.
Atlantic Immigration Pilot Program
Prince Edward Island is one of four Atlantic provinces working in partnership with the Government of Canada to recruit foreign workers to fill jobs in Atlantic Region that have not been filled locally. Foreign nationals interested in participating in the Atlantic Immigration Pilot Program (AIPP) may be residing abroad or on temporary status in Canada at the time of applying to the program, in other words, foreign workers or international students. All applicants to the pilot must have a job offer from a designated employer that meets the requirements of the program.

5. What are the specific criteria for PEIPNP?
5.1. Express Entry
Candidates for this category must be eligible for one of the following federal economic immigration classes managed through the Express Entry system:

Individuals currently working in PEI on a Post-Graduation Work Permit (PGWP) are not considered eligible, unless they meet the following conditions prior to applying:

5.2. Skilled Worker Stream & Skilled Worker Outside Canada Stream
Be between 18 and 59 |
Have a full-time, long-term (permanent or at minimum two-year) job offer from a PEI employer in a skilled position (NOC 0, A or B level); *It is important that an employer must first contact PEI’s Office of Immigration to get the job offer approved prior to an applicant’s submission of an Expression of Interest |
Have legal status in country of residence; |
Possess sufficient English and/or French language ability to perform the duties of the job offered in PEI. Language proficiency can be verified by one of the following conditions: A language test from an IRCC-approved testing agency within the past two years with a minimum level of Canadian Language Benchmark (CLB) 4; or An employer signed PEI PNP-L06 Employer Language Declaration; or Documents from an internationally-recognized institution indicating that the main language of study was English or French. |
Have at least a two-year post secondary degree or diploma; |
Have at least two years of full-time work experience in the past five years; |
Attend an interview with staff from PEI’s Office of Immigration, if required; |
Demonstrate sufficient funds to settle in PEI; |
Demonstrate a genuine intention to become established in PEI; |
5.3. Critical Worker Stream
Be between 18 and 59 years of age; |
Have a full-time, long-term (permanent or at minimum two-year) job offer from a PEI employer in one of the following semi-skilled or unskilled positions (NOC levels C and D):

Have worked at least six months full-time for the PEI employer; |
Hold a valid work permit and have legal status in Canada; |
Have at least a high school education, or equivalent; |
Attend an interview in PEI, if required; |
Have at least two years of full-time work experience or relevant education in the past five years; |
Demonstrate sufficient financial resources to cover all immigration costs (including travel expenses) for oneself and family members to be able to establish and settle in PEI; |
Demonstrate a genuine intention to become established in PEI; and |
Provide a language test results from an IRCC-approved testing agency demonstrating a minimum score of Canadian Language Benchmark (CLB) 4 across all four categories (listening, reading, writing, speaking), obtained in the last two years; |
5.4. International Graduate Stream
In order to be eligible under the International Graduate Stream, international graduates must:
Be between 18 and 59 years of age; |
Have a full-time, permanent (or at minimum two-year) job offer from a PEI employer in a skilled position (NOC 0, A or B level); |
Have worked for at least six months for the PEI employer in a position that is directly related to post-secondary education received in PEI; |
Have a valid Post-Graduation Work Permit and legal status in Canada; |
Attend an interview in PEI, if required; |
Have successfully completed a post-secondary degree or diploma (minimum two-year program) from a publicly-funded PEI post-secondary institution; |
Possess sufficient English and/or French language ability to perform the job offered by the PEI employer; |
Demonstrate sufficient funds to settle successfully in PEI; and |
Demonstrate a genuine intention to become established in PEI. |
The PEI employer is responsible for ensuring the following elements:
The employment offer is full-time (training, internship or apprenticeship positions that terminate on a specific date are not considered) and permanent (or a minimum length of two years); |
The employment is consistent with the applicant’s ability to perform the job based on education, training and/or experience; |
The terms and conditions of employment meet federal and provincial standards and industry wage rate; |
The employment does not contravene existing bargaining agreements or employment disputes; |
The employment is to be located in PEI; |
The foreign worker’s licensing or accreditation to perform the job is verified, if applicable; |
An employment contract is provided, which includes the terms and conditions of the full-time job offer, signatures of the authorized signing officer of the company, and the employee (applicant)accepting the offer and conditions of employment; |
Settlement support is provided to the applicant and their family; |
A Labour Market Impact Assessment (LMIA) is provided, if applicable; |
Attendance at an immigration interview may be required; and |
Documentation is provided to demonstrate effort to recruit for the intended profession has been unsuccessful within Canada and the position is critical to the operation of the employer’s business. |
5.5. Entrepreneur – Work Permit Stream
In order to be considered eligible under the Work Permit Stream, individuals must:
Have a minimum verifiable personal net worth of $600,000 CAD acquired through legal and legitimate sources; |
Have at least a secondary education level, or equivalent; |
Have transferable management skills and past employment or business ownership experience; |
Be within 21-59 years of age at the time of applying; |
Meet the minimum language requirements equivalent to a Canadian Language Benchmark (CLB) level 4; |
Intend to reside and work in PEI; and |
Provide active and ongoing management of the proposed business from within PEI. |
Maintain residence on the island while operating the business and be physically present in PEI for a minimum of 274 days of the year; Note: If a dependent child is attending a post-secondary institution outside of PEI, the PEI PNP does not require the child to be physically present in PEI for that time period. |
Invest a minimum of $150,000 into the business within 12 months of landing in PEI; |
Operate the business for a minimum of twelve consecutive months; |
Provide active and ongoing management of the business from within PEI; |
Provide prepared financial statements noting a minimum of $75,000 in eligible operating expenses; and |
Meet all other terms and conditions of the signed Performance Agreement. |
Business applicants must be prepared to discuss their business proposal and plan during the in-person interview at the PEI Office of Immigration. |
FAQ
If you don’t have a job offer, but qualifies for one of Federal Skilled Worker Class, Federal Skilled Trades Class, and Canadian Experience Class. Also if you are on a PGWP and: Have at least 6 months of full-time experience working for the PEI employer, and have at least 4 months remaining before the expiration of their work permit at the time of submitting an application to the PEI Office of Immigration, then Express Entry PEI could be the one for you.
If you have a job offer, and it lasts at least 2 years in NOC 0, A, or B. You may choose International Graduate Stream. You should also have a valid PGWP, and graduated from a publicly funded PEI post-secondary institution. If your have a work permit already, then you may choose Skill Worker Stream.
If you are between 18 to 59 years’ old, have 2 year’s of work experience in the last five years, have a valid WP, CLB4 language score, and a 2 year full time job offer, then there are two options: If the job offer is of NOC 0, A or B, and you graduated with a 2 year post secondary degree/diploma, the Skilled Worker Stream is your choice.
The second option is that if your job offer is of NOC C or D, and you have high school diploma, also you have worked 6 months for same PEI employer with valid WP, then please choose Critical Worker Stream.
